Government Mismanagement Causes Water Crisis. The problem is not the drought; the problem is a water crisis created by government agencies have who have exacerbated the drought. In 2012 the California water board allowed massive amounts of water to flow out to the ocean instead of storing it for future need. The goal of the water crisis is to reengineer social behavior norms so that people will accept mandatory conservation – rationing – and a reduced standard of living.
